The enhancements at Sterling College were made possible by a U.S. Department of Education “Strengthening Institutions” Development Grant, which is part of the Title III Higher Education Act of 1965. The Act was designed to help higher education institutions improve their programs, which, in turn, would assist in placing higher qualified individuals in the work force.
The program helps eligible institutions of higher learning to become self-sufficient and expand their capacity to serve students by providing funds to improve and strengthen academic quality, institutional management and fiscal stability. Grant funds may be used for planning, faculty development and establishing endowment funds. Administrative management and the development and improvement of academic programs are also supported. Other projects include joint use of instructional facilities, construction and maintenance, and student services.

Across all areas of the curriculum and throughout the implementation of the grant activities, Sterling has attained and committed to maintain a leadership position in three key niche areas:
• Integration of Technological Innovation into all curricula, instructional equipment and faculty/instructor expertise
• Infusion of Servant Leadership principles into all College programs
• Infusion of Social Entrepreneurship principles into all College programs
