• Education: Formed Douglas Partnership 2000 to examine and implement remediation policy for the education of inner-city children, created seven charter schools in Ohio.
• Higher education reform policy: Chair of New Ohio Institute, trustee at Wilberforce University (academic reform and financial restructuring), the University of Toledo (program review and enrollment management), the Crummer School of Business (development and accreditation), and guidance of Ohio Governor’s Higher Education Council.
